September 14th, 2004 at the ROSSWIFT Committee "Regulations on the distribution, replacement and disposal of encryption (cryptographic) facilities used for SWIFT" were approved and the standard forms of contracts.



In accordance with current legislation the import, distribution and use of cryptographic equipment of foreign manufacture in Russia is controlled by federal executive authorities.


Russian National SWIFT Association in accordance with the agreement with SWIFT organizes centralized import to Russia of encryption tools designed to protect the information in the system of international electronic financial document flow of SWIFT.


Centralized supply of cryptographic devices (SNL, VPN-boxes, HSM equipment) to the SWIFT Russian users is provided by a subsidiary of the Association - "RUSSWIFT."

In accordance with the requirements of the licensing authority, RUSSWIFT executes single copy record of encryption tools used in SWIFT system and controls their movements within the Russian Federation.


The activities of SWIFT users with cryptographic tools in the Russian Federation are subject to licensing.



When working in the international SWIFT electronic financial document flow the following hardware and software encryption (cryptographic) tools are used:

  • The "SNL" software (SWIFTNet Link)
  • VPN-box
  • HSM Box
  • USB Tokens
  • USB Cardreaders together with smart cards


The use of these tools is regulated by the Federal Law "On Licensing Certain Types of Activities" of May 4, 2011 № 99-FZ.


According to the Government Decree functions of licensing authority to carry out activities related to cryptographic tools, within the competence of the Russian FSB.
